To thoroughly implement the guiding principles of the Third Plenary Session of the 20th Central Committee of the CPC and the National Science and Technology Conference, earnestly follow the important directives on accelerating the cultivation of world-class scientific journals, and continuously enhance the academic leadership and international influence of China's scientific and technological journals, seven organizations—the China Association for Science and Technology, the Ministry of Finance, the Ministry of Education, the Ministry of Science and Technology, the National Press and Publication Administration, the Chinese Academy of Sciences, and the Chinese Academy of Engineering—have jointly decided to continue implementing the Chinese Science and Technology Journal Excellence Action Plan Phase II (2024-2028). This second phase of the Action Plan comprises five sub-projects: English Single-Journal, Chinese Single-Journal, High-Starting-Point New Journals, High-Level Publishing Talent Development, and Pilot Projects for Cluster (Group) Development, with an implementation period of five years. Among these, the Leading Chinese-language Journals (Academic Category) project includes 100 selected items, offering five years of stable support with an annual funding of up to 300,000 RMB per item.

According to the "Notice on Organizing and Implementing the Chinese Science and Technology Journal Excellence Action Plan Phase II Project" (Ke Xie Fa Chuang Zi [2024] No. 41) issued by the China Association for Science and Technology, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Finance, the National Press and Publication Administration, the Chinese Academy of Sciences, and the Chinese Academy of Engineering, as well as the relevant provisions of the "Evaluation Plan and Detailed Rules for the Chinese Science and Technology Journal Excellence Action Plan Phase II Project," a total of 463 projects have been selected for the Action Plan Phase II through processes including public application, qualification review, presentation and defense, verification by an expert committee, and result publicity. These comprise 50 Leading English-language Journal projects, 150 Tiered English-language Journal projects, 100 Leading Chinese-language Journal projects, 100 Tiered Chinese-language Journal projects, 50 High-Starting-Point New Journal projects, and 13 Pilot Projects for Cluster (Group) Development.

Following a rigorous evaluation process, *Chinese Journal of Practical Surgery* has been successfully selected for the Chinese Science and Technology Journal Excellence Action Plan Phase II—Leading Chinese-language Journal Project!
