辽宁省口腔人力资源现状及需要与需求预测

摘要:

目的    预测10年后辽宁省各级各类口腔卫生机构对口腔人力的需要和需求,为辽宁省口腔人力资源的区域规划提供依据。方法    辽宁省口腔医学会于2009年1—10月采用普查的方法,将2395份口腔卫生机构人力资源调查表分发到辽宁省各级口腔卫生机构,以邮寄的方式回收问卷2155份。利用卫生服务需要与需求法和比例类推法, 计算2020年辽宁省口腔人力的需要量与需求量。结果    辽宁省共有口腔医生5617人,87.8%的口腔医生服务于城镇;口腔辅助人员少,口腔医生、护士、技工比例约为6∶2∶1;农村口腔医生的职称和学历低。辽宁省口腔医生与人口比为13.02/10万人口。2020年我省口腔医生可达到13 207人,高于分别按照服务需要和需求预测的10 750人和6450人。结论    10年后我省口腔医生数量可满足人们对口腔服务的需要。调整口腔人力资源的结构和分布,加强对乡村医生的在岗培训,是我省口腔事业发展和实现社会卫生公平的关键。

Abstract:

Objective    To forecast the needs and demands for dental services in the future and to provide basis for regional programs of dental manpower in Liaoning province. Methods    The data of institutions and manpower were collected by mass examination using questionairs filled by every institution and personnel. The amount of dental manpower need and demand was computed and forecasted by means of health care need and demand and proportional analogy methods. Results    There were 2155 dental institutions and 5617 dentists in Liaoning province. About 80.5% of institutions and 87.8% of dentists worked in urban area. The ratio between dentists and the general population was about 13.02/10 million. There were fewer dental auxiliary in dental institutions,the ratio between dentists,nurses and dental technician was 6∶2∶1. The title and degree of the dentists in rural area were lower than those in urban area. It was forecasted that the figures of dentists would be 13 207 in the year of 2020,more than the total amounts needed(10 750 dentists)and the total amounts demanded(6450 dentists). Conclusion    The amounts of dentists in Liaoning province could satisfy the health services needs 10 years later. The distribution of dental health resource should be rationally readjusted,and continuing education and training should be strengthened in order to improve the efficiency of dental health service and social health justice.
